January,

I agree with others that this is a must read book. It is a piece well researched.I am in final pages. It provides a good analysis with some empricial evidences to support arguments. Some argues that he is biased and gives out a general impression. My opinion is that he gives us a background through which we can propound further our defenses and arguments for/ or against aid. I particularly appreciate his acknowledgement on efforts taken by few reformers in the bottom million, who ends up fraustrated for failing to rise up to the challenge. In quoting, he says, "Politics is full of idiosyncrasies, and from time to time reform-minded ministers and presidents come to power. But it is very difficult for them to change because they inherent a civil service that is an obstacle rather than an instrument". How true is this in our circumstance? I propose that you post a review of the book if it is available for assisting readers of this blog.

Unajua tunakosea kitu kimoja. Tukizungumzia neno 'misaada', au 'aid' tunamaanisha nini lakini? Nimeangalia balance of payment of Tanzania, nimeona tatizo kubwa si 'misaada', bali ni 'loans'. Tuzungumzie jinsi ya kupunguza kukopa nje kwenye 'makampuni' tunayokosea kuyaita 'donors'.
It is sad that the all Discussion ya 'aid industries' inatumia maneno ambayo yanaharibu maana halisi ya neno 'aid' 'grant' 'assistance' etc.
